He seems to open up his cameras aperture to capture as much light as he can. It's rather interesting to see that even though these images were captured at night, they are still able to have many beautiful colors in them.

Frank Relle
Frank Relle is a photographer born and raised in Louisiana at New Orleans. His photography has been featured in The New York Times. He has also won many awards for his photography including a 2007 International Photography Award.
