What are the artist's technical choices?
Ruben finds gorgeous landscape sceneries to capture in photographs. He makes sure the lighting, timing, movement, and coloring are just right. He includes moving water in his compositions, using specific effects to make the water look as if it is still in motion in the still photograph. There is also always much more included in the scene whether it be branches, a bridge, or a ladder into the ocean.
What are the artist's conceptual and/or thematic intents?
He definitely wants to show movement. Possibly he is trying to show the viewer that although you can capture memories and photographs, the world will never stop moving. Whether you want time to stop or not, it won't. The world keeps spinning and time keeps moving and neither halt for anyone or anything.

How do you respond to these choices and intents?
His choice to make the water look as if it is still moving turn his beautiful photographs into extraordinary photographs. It must takes hours to get that effect just right. He always chooses a light-filled, colorful scene which adds even more aesthetic to his compositions. His probable conceptual ideas tie in beautifully with his physical photographs.
